BCFOS -- Humans are curious creatures, seekers of new lands and new knowledge. But the results of our shared explorations have often been destructive.

The first people to arrive and settle in the many islands that lay in the middle of the Pacific Ocean — the largest watery basin on earth — were certainly harmful to the ecology of those places, where species of both flora and fauna went extinct quite quickly after human settlement. Worse, however, is the destruction wrought, both purposefully and accidentally, by the arrival of humans to already peopled lands.

Sea People: The Puzzle of Polynesia by Harvard Review editor Christina Thompson, however, treads lightly on this theme, preferring instead to dwell in the optimistic and romantic idea of cultures meeting and melding.

Thompson admits in the prologue that "the story of the Polynesian settlement of the Pacific is not so much a story about what happened as a story about how we know." Indeed, as a tracing of Western epistemology, of the ways we have collected knowledge and made meaning out of it, Sea People is a roaring success that addresses observer bias, different ways of understanding knowledge and relating to the natural world, and the covert and overt racism that colored many strains of research and thought surrounding Polynesia.
BCFOS -- WESG Oceania 2018 has announced two new partners for its upcoming event, Mwave and Indomie.

Mwave has been brought on as the official gaming PC partner of the upcoming tournament, whereas Indomie is the official event partner.

Indomie recently entered the esports industry when it became a partner of Australian Esports League’s university competition, the AEL University Cup. The brand is owned by Indofood Sukses Makmur Tbk, and this is now its second involvement in esports. Mware is an online computer store aimed at the Australian market that has sponsored ESL’s AU & NZ Championship.

WESG Oceania announced AOC Gaming as its monitor partner and Sennheiser as its official gaming headset partner in October. The event itself will take place on November 4th at the Supanova Adelaide.

WESG Oceania was launched by the Australian Esports League (AEL) in September through a partnership with Alisports. It acts as a new competition for those in Australia, New Zealand, and the Pacific Islands with tournaments for Dota 2, CS:GO, Hearthstone, and StarCraft II.

The event is open to all players and teams in the covered regions, where they can compete for AUD $30,000 (£16,000) and entry into the WESG World Finals, which will be held in March 2019 with a $5 million (£3.8 million) prize pool.

Esports Insider says: With WESG Oceania only being launched in the past few months, it’s great to see it has built up a roster of partners ahead of its inaugural event. Indomie’s increased involvement in the industry is promising, and the return of brands that are more exposed to the industry is just as encouraging. More support for regions that aren’t as strong as others when it comes to esports is cool, too.

Kapan Selandia Baru ditemukan?

BCFOS -- In less than two weeks, the Guam Kayak and Canoe Federation will host one of the region’s most exciting international paddling competitions, the 2017 Micronesia Cup. The annual event uses a three-island rotation system, which includes the Republic of Palau, Saipan and Guam. And, now, it’s Guam’s turn to show all participants a truly professional paddling experience.

According to information provided in a press release by Jermaine Alerta, GKCF president, this year’s event is sponsored by Ambros and expects to consist of around 45 teams.

The event will kick off with an opening ceremony on Thursday, Oct. 26, at 6 p.m in front of the Carb Load hut, located among the CHamorro Village Festpac huts. A coaches meeting will follow at 7 p.m.

After all teams have been informed with a rules and safety briefing, competition is set to get under way on Friday, Oct. 27, at Chief Matapang Beach in Tumon. The 1000m sprints will be the first to take to the pristine water, with a 10 a.m. showtime, with a ceremonial blessing to take place 30 minutes later, and an 11 a.m. go-time.

On Saturday, Oct. 28, races will move a couple of miles south, to the Hagåtña boat basin in the island’s capital, where the 500m sprints will go down with an 11 a.m showtime and a noon go-time.

The following day, on Sunday, Oct. 29, the races will switch up, with the endurance paddlers having the chance to prove themselves under the hot Hagåtña boat basin sun. Open divisions will be the first to set out on their journey, with the men scheduled for a 10-mile monster, followed by a fierce 8-mile aqua trek for the ladies. Competitors in the open mixed category and open masters will have to complete a 6-mile course. The Junior enduro-paddlers’ race takes place at 2 p.m. at Matapang.

Closing ceremonies will take place on Sunday, at 6 p.m. in Pacific Village, formerly known as Festpac Village.

Other sponsors include: NAPA Auto Parts, Bank of Guam, Commercial Tire Depot, RKM Property Group, Staywell, First Hawaiian Bank, Guam Premier Outlets, ASC Trust, Coast 360, Cementon Micronesia, Cost-U-Less, Pay-Less Supermarkets, Johnny Cool, South Pacific Petroleum Corporation/76 Circle K, Tax Shelter, Chode Mart and Morrico.
BCFOS -- The islands of the Tidore in North Maluku, home to maritime attractions and examples of heritage connected to the Dutch occupation, are set to host a boat parade on April 10.

"The Juanga Parade will be very interesting for tourists; we celebrate it to commemorate the bravery of Tidore Sultanate's Juanga armada led by Sultan Nuku when fighting against foreign colonizers," said Sultan Tidore Husain Sjah during the event to launch the Tidore Festival in Jakarta on Wednesday.

According to Tidore history, the sultanate's resistance against the Dutch East Indies Company in the 16th century was sparked by the firm's efforts to dominate the clove trade in the region.

Around 100 Juanga boats are to participate in the event, circling the territories of the Tidore and Ternate sultanates. "All the Juanga [boats] are owned by the Tidore people."

In addition to circling the region, the participants will conduct a napak tilas (commemoration) of the Tidore War, a ritual known as Lufu Kie.

"Through this parade, we want to revive the fighting spirit of the Tidore sultanate according to the present context, which of course is to make it a tourist attraction," said Husain.

The parade will be part of the two-day Tidore Festival that ends on April 11.

Up to 15,800 tourists visited the Tidore Islands in 2016. For this year, the city administration has set a target to attract at least 20,500 visitors.
BCFOS -- Earth is distinguished from all other known planets by the presence of a warm, salty ocean that covers over 70% of its surface. The ocean puts food on the table, provides jobs, and underpins trillions of dollars of economic activity worldwide.

In a new report for the WWF, we looked in particular at how Melanesia’s ocean economy is fairing. Melanesians - the people of Fiji, New Caledonia, Papua New Guinea, Solomon Islands and Vanuatu - have a strong social and cultural dependency on the sea.

Faced with looming global challenges such as climate change and food security, the region is a now at a crossroads.

Why is Melanesia’s ocean important?

Based on conservative estimates, the annual “gross marine product” of the Melanesian region – the equivalent of a country’s annual gross domestic product (GDP) – is estimated to be at least US$5.4 billion. This is broadly equivalent to the combined GDPs of Fiji and the Solomon Islands, making it the third largest economy in the region.

Melanesia’s ocean assets, including fisheries and marine habitats, as well as “services” such as coastlines and carbon absorption, are valued at a minimum of US$548 billion.

Ocean assets provide a range of valuable goods and services, including food and raw materials, income, energy, tourism, recreation, cultural practices, protection from storms, and climate regulation. Maintaining healthy ocean assets is therefore vital for the future of the Melanesian region.

However, it is becoming increasingly clear that Melanesia’s ocean and its precious assets are under mounting pressures. These changes will have implications for the environment, food security, employment and the well-being of human communities both within the region and beyond.

In some isolated circumstances, eroding the ocean assets of Melanesia may lead to short-term benefits for certain places and people. However, any positive changes are likely to be short lived and specific to one country or another. For instance, declining catches for some species of tuna are already predicted for Papua New Guinea and the Solomon Islands by 2035.

Climate change will add to the challenge. Future climate projections include rising air and sea surface temperatures, increases in annual and seasonal rainfall, increasing intensity of tropical cyclones, rising sea levels and increasing acidity of the ocean.

Reports of coral bleaching, fish kills and severe Tropical Cyclone Winston that affected the Melanesian region this year, coupled with high rates of sea-level rise are a clear reminder of the difficulties the region faces amid a rapidly changing climate.

Melanesia at the crossroads

Melanesian leaders are now faced with two pathways for the management of its marine resources and securing ecological and economic prosperity.

The first is the current trajectory of increasing pressure on ocean assets coupled with inadequate policy and/or action. This pathway will lead to a degraded future in which opportunities for the inhabitants of the Melanesian region will be significantly diminished.

The second trajectory is to move towards a sustainable and inclusive blue economy. Such an approach will ensure that coastal assets contribute to the true prosperity and resilience of the Melanesian region long into the future.

The oceans and coastal ecosystems are vital to life on Earth, and achieving the UN’s Sustainable Development Goals (SDGs) without the services the oceans provide will be challenging, if not impossible.

While Goal 14 focuses specifically on the ocean, a sustainable and inclusive blue economy will incorporate and build strategies that are important to meeting many of the other SDGs. This priority is interlocked with other international priorities, such as achieving a safe climate through the recent Paris Agreement.

In addition, it would also restore, protect and maintain the diversity, productivity, resilience, core functions and intrinsic value of marine ecosystems – the natural capital upon which its prosperity depends.

Ways forward

Pacific leaders have already generally acknowledged the importance of working together across the region.

Examples include work on inshore fisheries management and sustainable development.

There have been some successes such as the Vessel Day Scheme, which limits the number of days that fishers can fish, and community coastal management such as locally managed marine areas. These are helping to guide spatial planning and integrate conservation and sustainable use of marine resources.

In light of Melanesia’s eroding ocean asset base, the new report acknowledges the commitments already made and sets out a clear set of measures that Melanesian leaders can adopt. These build on traditional environmental stewardship to protect the region’s natural coastal and ocean assets.

While our new report puts the spotlight on Melanesia and presents an economic case for greater management, the perspectives are equally applicable to the Pacific region as a whole, given that the ocean connects the island nations, rather than separates them.

The economic analysis for this report was led by The Boston Consulting Group (BCG).

This article was coauthored by John Tanzer (Oceans Leader WWF International), Kesaia Tabunakawai (Representative WWF-Pacific), and Paul Gamblin (Oceans Communications WWF International).
BCFOS -- The Rupiah banknotes currently in circulation feature some of the country’s most respected historical heroes like I Gusti Ngurah Rai, Tuanku Imam Bondjol and Kapitan Pattimura. But soon, they will be replaced with a new set of national heroes.

President Joko Widodo recently issued a presidential decree approving the new designs for the Rupiah banknotes and coins. One of the most notable aspects of the re-design is that most of the banknotes (apart from the Rp 100,000 note which will still feature founding fathers Soekarno and Mohammad Hatta), including all coins (which currently do not feature images of national heroes), will feature the images of 12 national heroes whose inclusions were approved by Jokowi.

Interestingly, the heroes featured on the new currency will include political thinkers and fewer military heroes than the last set, with figures such as Indonesia’s final prime minister, Djuanda Kartawidjaya, adorning the Rp 50,000 note, first governor of Sulawesi, Sam Ratulangi, on the Rp 20,000 note, and former Papua governor Frans Kaisiepo on the Rp 10,000 note.

In fact, one of the only two war heroes who is set to appear on the new currency is Acehnese war heroine Tjut Meutiah on the Rp 1,000 note. This would make her the first female national hero to be featured on Indonesian currency since Tjut Njak Dhien was placed on the Rp 10,000 note in the 1998 and 1999 series.

In addition, the new currency will utilize the term “Negara Kesatuan Republik Indonesia” (NKRI – the Unitary State of the Republic of Indonesia) on its notes and coins. Other new design aspects are not yet known, but Bank Indonesia is aiming to distribute the new currency by the end of the year.
BCFOS -- Traces of long-lost human cousins may be hiding in modern people’s DNA, a new computer analysis suggests.

People from Melanesia, a region in the South Pacific encompassing Papua New Guinea and surrounding islands, may carry genetic evidence of a previously unknown extinct hominid species, Ryan Bohlender reported October 20 at the annual meeting of the American Society of Human Genetics.

That species is probably not Neandertal or Denisovan, but a different, related hominid group, said Bohlender, a statistical geneticist at the University of Texas MD Anderson Cancer Center in Houston. “We’re missing a population or we’re misunderstanding something about the relationships,” he said.

BCFOS -- Disney’s animated movie “Moana” debuted to critical acclaim and box office success over the Thanksgiving weekend, but some people in the South Pacific dislike how it depicts their culture.

Of particular concern is the movie’s portrayal of the demigod Maui, who is shown as enormous and egotistical, albeit with a good heart. That has been jarring for some in Polynesia, where obesity rates are among the highest in the world and where Maui is a revered hero in oral traditions.

Criticism from the Pacific has likely stung Disney, which went to extraordinary lengths to ensure the movie was culturally appropriate after being accused of racism in previous movies such as “Aladdin” (1992). For “Moana,” the filmmakers traveled to the Pacific and met with anthropologists, historians, fisherman and linguists, part of what they came to call the Oceanic Story Trust.

The fictional movie takes place 3,000 years ago in the islands of Polynesia, an area that includes Hawaii, Tonga and Tahiti. The star is 16-year-old Moana, voiced by Hawaiian actress Auli’i Cravalho, who goes on an ocean voyage with Maui, voiced by Dwayne “The Rock” Johnson.

The movie made $82 million over the five-day weekend, placing it behind only “Frozen” (2013) for a Thanksgiving debut.

Disney suffered an early embarrassment when it decided to sell costumes of Maui, which featured brown shirts and long pants with full-body tattoos. Disney put the costumes in stores in time for Halloween, but quickly pulled them after critics compared them to blackface.
BCFOS -- For a man known to shy away from publicity, Anthoni Salim, chief executive of Indonesia’s largest foodmaker, was in a high spirits when he met the media for his annual question-and-answer session at company headquarters in Jakarta.

“If [South] Korea has K-Pop, we have Indomie,” Mr Salim declared, offering an unusual point of comparison for Indofood Sukses Makmur’s flagship instant noodles. It would not be much of a stretch to say the brand is known to every one of Indonesia’s 250m residents.

Indomie is less known outside the country but that is changing. Indofood, the core member of Indonesia’s Salim Group, is gaining a steady presence in emerging markets across the Middle East and Africa at a time when global rivals are hit by weak demand and regulatory hassles. Shares of Indofood CBP Sukses Makmur, Indofood’s key consumer products unit, reached a record high of 17,000 rupiah ($1.27) this month.
BCFOS -- Russian submarines are operating in the Pacific at levels not seen in decades. For the first time since the Cold War, the Russian Pacific Fleet is getting submarines that are quieter, better armed and have greater range.

According to a study titled "Russia's Asian Rebalance" by Australia's Lowy Institute for International Policy, Russia's pivot to Asia is resulting in a large-scale revamp of its Pacific fleet, which over the next decade will go from its smallest to its biggest naval asset.

"New hunter-killer and ballistic missile submarines have been earmarked for the fleet, which will provide significant heft to Moscow's power projection aspirations," the study says. "Russia will be operating its new Borei-class SSBNs from its newly upgraded Pacific base on the Kamchatka Peninsula. Its six new Yasen-class guided missile submarines are expected to begin entering service in 2017, and it is upgrading its existing Akula, Oscar and Sierra platforms."
BCFOS -- Indonesian President Susilo Bambang Yudhoyono on Thursday lauded the establishment of the Pacific Islands Development Forum (PIDF), calling it "a great service" to the peoples of the region rendered by the leaders of Fiji and the other Pacific Islands countries, as the forum further strengthens the existing regional cooperative frameworks.

Susilo, the first Indonesian president to visit Fiji and the South Pacific region, also reiterated Indonesia's strong support to the PIDF countries in a keynote address at the forum's second summit that opened here Thursday under the theme "Green Growth in the Pacific: Building Resilient Sustainable Futures and Geunine Partnership Parterships."

"Green economy is certainly essential for our resilience. It becomes a new economic paradigm which promotes economic progress without harming our natural riches and resources," said Susilo.

"We need green economy because our world today is facing a great challenge from the impact of climate change," he added.

For sustainable growth, the Indonesian president said, it is also important to make appropriate choice of science and technology, tap indigenous knowledge and make persistent efforts to promote "need not greed" as an outlook.

Also critical to Indonesia and the Pacific Islands countries is blue economy, which Susilo believes is an integral part of the green economy.

"This is a concept which is often referred to as a green economy in a blue world," Susilo told the summit of about 400 high- level participants from more than 10 Pacific island governments, civil society and business circles as well as observers from nations such as Morocco, Venezuela, Israel, Singapore, Kazakhstan, Kuwait and Georgia.

Integral to the pursuit of such visions is the promotion of equity and the eradication of poverty, he said. Equity is crucial because it is about justice and fairness while poverty remains " one of the greatest challenges that we all must confront."

As the world's largest archipelago with over 17,000 islands, Indonesia and the Pacific island countries have yet to fully explore the potential of oceans and coastal areas in addressing the impact of climate change, Susilo said.

Since the aspiration of the PIDF to achieve a "Sustainable Pacific Society" is in many ways similar to Indonesia's approach to development, the Indonesian president said his country is committed to intensify cooperation with the PIDF in the area of common concerns and interests.

"Our countries are also prone to natural disasters. Therefore, strengthening cooperation in disaster mitigation and management is important."

Stressing Indonesia's strong commitment to broaden its network of cooperation with PIDF countries in mitigating the impact of climate change, Susilo announced that in the next five years, Indonesia intends to allocate a funding of 20 million U.S. dollars for the Pacific Islands countries.

Indonesia is also committed to boost connectivity with the South Pacific region to overcome the challenge of distance and to enlarge economic ties with the PIDF countries, particularly in trade and investment.

Trade between Indonesia and the PIDF countries stood at 318 million U.S. dollars in 2013, Susilo said, adding, "We should aim to triple that amount to 1 billion U.S. dollars in the coming years." Endi
BCFOS -- Southwest Pacific Dialogue (SwPD) has become a forum for dialogue for Australia, the Philippines, Indonesia, Papua New Guinea, New Zealand and Timor Leste to exchange views and information on various important issues in the region.

SwPD Ministerial Meeting (PTM) is held once a year with rotating hosts. In the beginning, the location is among one of the cities in a member country or in New York on the sidelines of the UN General Assembly. Since 2004, SwPD PTM is always held on the sidelines of the Session of ASEAN Ministerial Meeting / Post Ministerial Conference and ASEAN Regional Forum (AMM / PMC and ARF).

SwPD PTM has been held eight times, namely: in Jogjakarta (host: Indonesia), October 5, 2002; in New York (host: New Zealand), September 27, 2003; in Adelaide (host: Australia), December 3, 2004; in Kuala Lumpur (host: Indonesia), July 26, 2006; in Manila (host: the Philippines), July 31, 2007; at Singapore (host: East Timor), July 22, 2008; in Phuket (host: PNG), July 21, 2009; in Hanoi (host: New Zealand), July 23, 2010.

People-to-people contact among SwPD countries become a major area of cooperation which is the focus of Indonesia. Through the activities of Cultural and Educational Cooperation and Interfaith Dialogue, Indonesia tried to do a Confidence Building Measure (CBM) with the society of SwPD member countries.
Several collaborative people-to-people contacts that are routinely offered by Indonesia to SwPD member states are:

The Indonesian Art and Culture Scholarship
Journalist Visit Program
The Dharmasiswa and the Developing Countries Partnership Scholarship
Diplomatic Training Course for Diplomats
The Indonesian Technical Cooperation among Developing Countries Programme

SwPD’s last PTM, namely the 8th was held in Hanoi, Vietnam, July 23, 2010 on the sidelines of the 43rd AMM meeting/PMC/the 17th ARF, with New Zealand acting as host. SwPD’s PTM this time re-generates the outcome of the Joint Media Statement which includes discussion of issues that are important to the region.

The meeting discussed the agenda of Exchange of Views on Development in the Region and SwPD Cooperation. Under the agenda, meeting to discuss: (i) The condition of Fiji and constructive engagement towards Fiji (ii) exploitation of tuna in the waters of restricted areas and sustainable fisheries as a way to go (iii) the Bali Process as an attempt to overcome the problem of the People smuggling and Irregular Migration in the region (v) Maritime Security and (vi) Counter Terrorism
In the meeting, Indonesia had the opportunity to share the 'Matrix Capacity Building Programs from Indonesia for SwPD Countries (2009 - 2011) which contains a variety of programs as a contribution of Indonesia to SwPD countries. Indonesia also managed to get approval to include a paragraph at the Joint Media Statement of the 'connectivity' which is based on the thinking about the need for connectivity between the countries of SwPD as a complement to ASEAN Connectivity.

In the PTM, the foreign ministers also agreed to hold the 9th SwPD Ministerial Meeting with Australia acting as host, on the sidelines of the implementation of the 43rd AMM / PMC and the 18th ARF held in July 2011 in Bali, Indonesia.
BCFOS -- Gus Dur wants new West Pacific forum

SINGAPORE Nov 26 2000- Indonesia's President Abdurrahman Wahid has proposed a new West Pacific grouping to include East Timor and Papua New Guinea after his call to bring the two countries under Asean was reportedly rejected, said Singapore's Sunday Times newspaper.

"Indonesia realises that the existing relations with Asean is not enough. We should not only have one model which is Asean. We should look for other models," he was quoted as saying while speaking the Indonesian community at a closed door meeting here yesterday.

Calling the proposed grouping the West Pacific Forum, Abdurrahman said it could include Australia, New Zealand and the Philippines if they wished.

The Indonesian leader was here to attend the fourth Asean informal summit. Indonesia is among the founding members of Asean, in short for the Association of South East Asian Nations, in 1967.

The Sunday Times said according to transcripts of the meeting, Abdurrahman was disappointed that Asean as well as Singapore had not supported Jakarta's idea of bringing in East Timor and Papua New Guinea.

"Two days ago, I met Senior Minister Lee Kuan Yew and I asked him to consider admitting East Timor and Papua New Guinea into Asean as members. He said that they will become a burden for Asean.

"If Lee Kuan Yew says 'no', then the rest will say 'no'," Abdurrahman was quoted as saying.

Abdurrahman also criticised Singapore's Prime Minister Goh Chok Tong, saying the latter did not mention Indonesia in regional trade fairs and that Goh also did not pay enough attention to Asean countries south of Singapore.

"Goh can go his own way and we can also go our own way. I don't think it will be a problem for us if Singapore gets angry by the fact that we are going to set up new ties with others.

"When Singapore sets up a defence pact with Australia and New Zealand, they did not tell us anything. They also did not tell Indonesia and Malaysia that they would service US navy ships," he said.

Abdurrahman also said that for a long while, only Malaysian Prime Minister Datuk Seri Dr Mahathir Mohamad was critical of Singapore but "now, Mahathir has a new friend to join him".

BCFOS -- Bone Bolango District Head Hamim Pou has been grateful that regular sightings of 17 whale sharks in Botubarani waters, have attracted tourists to visit the region.

"The presence of the 17 whale sharks is blessing for Bone Bolango District. Therefore, we must always protect them," Pou said here, Saturday.

He called on residents of Bone Bolango to help preserve the giant fish and make them feel comfortable living in the area.

"Bone Bolango District has developed community-based tourism management, so the local community could earn money from maritime tourism or from whale shark tourism," he said.
